ISLAMABAD: The annual increment of Rajabuddin, Commissioner-IR (BS-20), Regional Tax Office, Bahawalpur, has been withheld for a period of two years on the charges of inefficiency and misconduct.
As per details, the competent authority appointed Dr Muhammad Irshad (IRS/BS-21) as inquiry officer with the task to scrutinise the conduct of officer on the charges of inefficiency, misconduct and corruption. The inquiry officer furnished his report with the recommendations that the accused officer was found guilty of inefficiency, misconduct. A show cause notice was issued to the accused officer with the directions to show cause within seven days of receipt as to why one or more penalties including major penalty of dismissal from service should not be imposed upon him.
The accused officer furnished reply to the Show Cause Notice and denied the charges levelled against him and sought opportunity of personal hearing. The Authorized Officer, Secretary Revenue Division/Chairman FBR granted personal hearing to the accused officer.
The Authorised Officer after examining the entire record of the case and defence of the accused officer including reply of the Show Cause Notice and observations/findings of enquiry report, held the accused officer guilty of inefficiency, misconduct and imposed minor penalty of “withholding of one of annual increment for a period of two years” as laid own in sub clause (ii) of clause (a) of sub rule (1) of Rule 4 of the Government Servants (Efficiency & Discipline) Rules, 1973.
However, Rajabuddin will have a right of appeal to the Appellate authority under Civil Servants (Appeals) Rules, 197 within a period of 30 days from the date of communication of this Notification, as provide under the relevant Rules.
