PESHAWAR: Collector Customs Enforcement Malik Kamran Rajher has said that Pakistan Customs is using all available resources to curb smuggling which is directly affecting our national economy.
Talking with Customs Today during an exclusive talk he said that we should focus on promotion of our staff instead only of our own promotions, he added that it is very unfortunate that a Customs sepoy enlists in the BPS-5 scale and retired in the same grade while in the police department a sepoy recruited in the grate of BPS-7 whereas a customs sepoy is recruited in the BPS-5, as well as the Inspectors recruited in BPS-16 and retired in the same grade.
Answering to a query he said that FBR (Federal Board of Revenue) should set a quota for Inspectors on the basis of performance so that Inspectors can be promoted to the ranks of AC (Assistant Collector) and DC (Deputy Collectors), it is very essential to invest in Enforcement staff so they can work with full devotion.
The Collector Enforcement Peshawar said that it is very important that lower Customs staff should be included in the Customs Association so they too can speak up for their interests, we had invested a lot on officers but not invested in our lower staff, I hope that during coming election of the Customs Association the lower staff should be participated, ”visionary officers should not seen selfish” he quoted.
He said that there should be well furnished accommodation, gyms and messes provided for sepoys and other lower staff because there is good accommodation and gyms for the officers but the small staff is neglected which is unfortunate, ”if officers got good accommodation then why not lower staff” he quoted. Every Customs Collectorate must draw its PC-1 to built lower staff barracks Kamran Malik said.
Answering to a query about appointment of Chief Collector KPK he said that the appointment of PCS BS-21 grade as a Chief Collector KPK is a good move, because I have always been in favor of the FBR for delegating its powers to reduce the FBR’s administrative burden “FBR should be an administrative umbrella” the Collector quoted, he further told that there is an urgent need for administrative reforms in the FBR, he raised a query that how can we get efficiency without administrative reforms!
He said that when he was transferred as the Collector Customs Enforcement Peshawar in December 2020, he was took up the issue of identical uniform for Pakistan Customs at the FBR level, I was headed the committee constitute regarding uniform implementations in February 2021.
Telling the further details he said that described as under rules made for uniform were implemented from 14th day of August 2021.
Referring SRO 996 (1)2021, he said that in exercise of the powers conferred by section 219 of the Customs Act 1969 (lV of 1969) read with section 8A thereof and in supersession of its SRO 1281(1)/2019 dated the 24th October 2019, the FBR with the approval of the Federal Minister-incharge specify which as required under sub section (3A) of the said section 219, were previously published vide Notification No. SRO 722(1)2021 dated the 3rd June 2021.
Telling the details of rules for the wearing of uniform by the officers and staff of the Customs he added that there shall be service and office uniform of Charcoal Grey color for all the officers and officials as prescribe from BS-1 to BS-21 of Pakistan Customs, uniform allowance shall be made permanent part of the salary as per admissible limits determined from time to time by the FBR.
The detailed design description and accessories of the uniform shall be given in the Customs General Order (CGO) to be issued which may be amended from time to time as per the requirement of Pakistan Customs Service.
All ranks of Customs weather serving in Collectorates or Directorates except FBR head quarters and Directorate General of Intelligence and Investigation (Customs) when performing performing Intelligence based covert operations shall wear the prescribed uniform with specific formation insignia as prescribed in the CGO issued in this regards.
All ranks shall abide by the instructions or guideline contained in the CGO for manners etiquettes, appearance and officials conduct whilst uniform and any branch of the guideline as mentioned above respective CGO or guidance notes annexed to the CGO shall be construed as misconduct under civil servants (efficiency and Discipline) rules 2020 and may entail disciplinary proceedings.
