KARACHI: The violation of the notification No 0871-IR-III/2012, issued by the Revenue Division of the Federal Board of Revenue (FBR), is being witnessed in Input Output Co-efficient Organization (IOCO) of the Customs’ Department for the last one and an half year, it is learnt.
According to details, the Revenue Division, through a notification No 1898-M.III/2009 on December 12, 2009, issued a notification regarding posting of Senior Auditors (Inland Revenue Audit Officers) as Assistant Commissioners in their own pay scale (OPS).
However, the FBR authorities, through a notification No 0871-IR-III/2012 on April 13, 2012, withdrew those powers conferred on the Senior Auditors of Inland Revenue Department and stated that the Senior Auditors will continue to work in their present place of posting as Inland Revenue Audit Officers on withdrawal of their postings as Assistant Commissioners on OPS.
Despite clear directives issued by the competent authorities of the board, the Senior Auditors are still working in the capacity of Assistant Commissioners not only in RTOs, but also in Input Out Co-efficient Organization (IOCO), a department of the Pakistan Customs.
The sources informed Customs Today that the violation of rules and laws have been witnessed in IOCO particularly, as on one hand senior auditors are working as Assistant Commissioners in IOCO, while on the other hand, the officials of Inland Revenue Department are working in the Customs Department which itself a sheer violation of Customs Act, 1969 as it stated that only Customs officers can exercise the Customs rules and laws.
It is pertinent to mention here that 18 Senior Auditors (BS-16) of Inland Revenue were transferred and posted as Assistant Commissioners (Inland Revenue) in their own pay scale (OPS) after the notification issued in the year 2009.
The names of the Senior Auditors included: Fazal Amin Shah, Zahid Mahmood, Amar Shahzad, Ilyas Ahmad, Muhammad Younus, Tauqeer Ahmed Khan, Muhammad Zubair Kazi, Asghar Ali Mangrio, Arif Mahmood Shaikh, Aqeel Ahmad Awan, Iqbal Ahmad Magsi, Agha Akram, Shahid Iqbal, Javiad Hussain Butt, Fidaul Haq, Malik Akhlaq Ahmad, Masood Ahmad and Tariq Mahmood.
Nevertheless, all those Senior Audit Officers are still working as Assistant Commissioners despite the withdrawal of the notification issued by the authorities concerned of FBR in the year 2012.
